This is debateable depending on what you believe about "dark matter".

Well considering it follows none of the rules of normal matter I'd say it's not matter at all.

Assuming the unknown substance accounting for more gravitational force than all known matter combined has some sort of mass, it will also take up space. Thus:

There is something out there, which isn't plasma, that accounts for a larger gravitational force than all known matter combined. Since it causes a gravitational force, it has some form of mass according to known science. It is likely to take up some amount of space, no matter how infitesmal, due to the fact it has mass.

Since an object with mass that takes up space is the literal definition of matter, there is a large amount of matter in the universe unaccounted for. We don't know what it is. All we know is that it's not a kind of matter we are used to. Since it outnumbers all matter in general, it is likely that something outnumbers plasma, even if the unknown matter is split up into a lot of different types.

Otherwise, if it does not have mass, than we just don't know.

The fact is though, that we cannot guarantee there is not a kind of matter that outnumbers plasma and we cannot guarantee that there is. But the doubt means it is not a fact either way.

IF you want to be picky like that, nothing is a fact. But for all intents and purposes, until another type of matter is proven, it's plasma
