One of the first things I would suggest is to pick a win condition and tool the deck to work more consistently with it. I personally like the Wee Dragonauts plan of rewarding you for playing instants and sorceries and luckily, there are a lot of cards that help with that theme that still feel pretty Izzet. A casual deck like that would look something like this:

Creature:
4 x Blistercoil Weird
4 x Electrostatic Field
4 x Guttersnipe
4 x Wee Dragonauts

Spells:
4 x Distortion Strike
4 x Shock
4 x Anticipate
4 x Turn // Burn
4 x Izzet Charm
2 x Electrodominance
2 x Epic Experiment

Land:
10 x Mountain
10 x Island


Now, if you are more interested in your big splashy one-of's like Niv, Kerenos, or the Djinn, I can help with those as well, but each of them sort of work better under a different style of deck.

Well Niv is better off in decks that concentrate on drawing lots of cards. Casual decks that use him tend to feature lots of draw spells like Burning Inquiry, Cathartic Reunion, Compulsive Research, or Ideas Unbound. Basically weaponizing your card draw. If you want to be really mean with Niv, feature him in a deck with Curiosity to allow Niv to do damage until you run out of cards.

Kerenos is best fit into a control deck where he can be your big finisher if he turns into a creature or just grind out your opponent by doing them 3 damage over and over while you keep the board fairly clear.

Djinn Illuminatus shines best in combo decks that can abuse his ability to allow cheap instants to replicate a lot. Generally this is achieved by replicating a bunch of spells like Rite of Flame, Desperate Ritual, Pyretic Ritual, and Seething Song to generate lots of mana and then finding a good outlet for it in a burn spell of some kind. Also replicating cheap draw and filter spells like Opt, Reach Through Mists, Ponder, Preordain, Serum Visions, etc....
