Target creature gets +1/+1 until end of turn. If it's suspicious, it also gains deathtouch until end of turn. (Thieves, Rogues and creatures with a motive are suspicious.)
Sometimes it's better to let the suspect get away.

Is the idea that they don't know what will happen to the creature until the ability resolves?

Yeah, that's the idea. I think it's a game flow change similar to how Miracles changed the draw step, so it'd be a little unintuitive, but doable.

I showed both Kill the Messenger and Escape the Famine to give an idea how choosing the creature can be a difficult decision for your opponent (at effectively the same activation cost in a WB deck). In fact, I would imagine most Fates would have activation costs of 4 to make the decision less obvious (similar to morph and transmute). I like, also, how these two cards could reference the same person - a messenger who was away on travel when the famine hit, or a messenger who died on the job.
