Tap all creatures without flying. They do not untap during their controller's next untap step. Return all red creatures to their owner's hand.

Q is 564453 ***

Confused ***

Overall I think Q's card is best balanced-wise. If we can forgive the undercost aspect of most of the cool design I'd give Confused the win.

Ice Age
I hated this set. This is the set I began my MtG journey. But it was pretty overwhelming being a very bulky set. Not a lot of notable crazy card. Also the blue-winter of constructed. Parasitic mechanics (snow) while it's quite difficult for a casual kitchen table player to get enough snow lands to make snow decks. Drawback mechanics (cumulative upkeep). I didn't know what I was doing and Ice age did not make it easier.

Criteria

I am at a lost for criteria. Lets just go with this: Design a card that uses non-traditional counters. (like age counters on cumulative upkeep. EDIT: revising this rule. If the counter appears on more than 20 cards, then it is "traditional".)

Alternative Design a card with a never before seen super type (like snow).

+1/+1 counters are +1/-1 counters instead.
: Put a +1/+1 counter on target creature.

lets rule out poison. I'd say if it appears on more than 20 cards, it is "traditional".

Pay
Sorcery
Tap target creature and put X bribery counters on it. As long as it has any bribery counters on it, that creature does not untap during its controller’s untap step. At the beginning of your upkeep, remove a bribery counter from that creature.
///////
Play
Sorcery
Aftermath (Cast this spell only from your graveyard. Then exile it.)
Gain control of target creature until end of turn. Untap that creature. It gets +1/+1 for each bribery counter on it and gains haste until end of turn. (It can attack and this turn.)

You know what? Let's just go crazy.

Llanowar Wanderer
Intrepid Creature - Elf
: Add to your mana pool.
When Llanowar Wanderer deals combat damage to a player, if you own and control Llanowar Wanderer and an intrepid permanent attached to it, exile them and combine them into a veteran.
1/2
//DFC//
Llanowar ...
Veteran Creature - Elf ...
Vigilance
: Add to your mana pool.
2/2

For context

Does "never before seen" mean in MtG, or does it include these forums here?

At the beginning of your upkeep put a Solidarity counter on each creature you control without a Solidarity counter.
As long as each creature you control has a Solidarity counter, creatures you control have indestructible.

Sen Kwan, Minister of Glass
Legendary Creature — Efreet Monk (M)
2/4
Hexproof
When Sen Kwan, Minister of Glass enters the battlefield, put a deflection counter and a reflection counter on each other creature you control.
Whenever another creature you control becomes the target of a spell or ability, you may remove a deflection counter and/or a reflection counter from it. If you remove a deflection counter, you may choose new targets for that spell. If you remove a reflection counter, copy that spell and you may choose new targets for the copy.

Whenever a non-token non-land permanent enters the battlefield, if it shares the same name as another permanent on the battlefield, it enters the battlefield with a reflection counter on it.
Permanents with a reflection counter on it are artifacts in addition to their other card types.
, Discard a card: Destroy target artifact. Activate this ability only once per turn.

Yes, I was implying that blue creature is an emperor. Early versions of a card dealt with Legendary creatures, or Lords/Advisors, but then I've read criteria properly...

Please, rate my Fallen Empires card ! I know it's late-arrival, but still.

So, for this round:

Gone Into the Underground
Enchantment (R)
Enchant player
Enchanted player can't gain life.
All damage to enchanted player is dealt in form of aftermath counters. (At the beginning of a player's upkeep, if there are aftermath counters on that player, that player loses 2 life and an aftermath counter. )
It's easy to hide for a long time, but it's so, so hard to hide forever.

(Put it on opponents to stop lifegain or turn one-time damage spells Into legit win conditions. Put on yourself to buy time and synergyze with other cards that use aftermath counters as a drawback.)

Not much to say this round. gratz to arathinius :D

Homelandswhich apparently one of you already designed for it :P
Like Nicol Bolas for Legends, to me, the most memorable cards from Homelands are Baron Sengir and Autumn Willow. I never knew their story and back then there was no internet to search with. 4/4 "Hexproof" was a formidable force back then. I remember back in my time it was every Timmy's (at least in my playing group) dream card. ok, right, where was i? Oh so I decided to read the synopsis of the story line and found our stars for this round: Turns out this is where Serra and Feroz met, then got married later . Aww how romatic. Curiously, they are missing from the set. Lets make them.

Criteria
Make Serra or Feroz. (They don't have to be accurate to the story; I don't want to force everyone to read their whole back stories before submiting a design. If you don't know their stories, just design your impression of them.)

Well, those last two shortcomings are solvable, at least. If one wanted to.

Feroz, the Ban Mage
Planeswalker - Feroz
: Return target creature to its owner's hand. Until the beginning of your next turn, spells that share a name with that creature can't be cast.
-XX: You get an emblem with "Creature spells cost 1 more to cast for each ban counter on this emblem." Put X ban counters on that emblem.
: You get an emblem with "At the beginning of your upkeep, return target creature to its owner's hand. Then, if there are no creatures on the battlefield, you win the game."

Yeah, no -XX symbol.

Serra, the Ascendant
Planeswalker ─ Serra (M)
When Serra, the Ascendant enters the battlefield, tap all creatures.
: Gain 1 life for each tapped creature on the battlefield.
: Exile target tapped creature.
: You get an emblem with "Creatures you control have base power and toughness equal to your life total."

Serra, the Protector -
Planeswalker - Serra
: Create a 4/4 white Angel creature token with flying and vigilance.
: Create three 1/1 white Human creature tokens with lifelink.
: Exile all non-white, non-land permanents.
: You get an emblem with "As long as you control a creature, your life total can't be reduced to below 1, you can't lose the game and your opponents can't win the game."

Hehhhhhhh...
