Bureaucratic Obstruction
Enchantment [U]
:3::The next time target player would draw a card this turn, that player investigates instead. Any player may activate this ability.

I'm curious how this plays out. I think being in makes it a lot more balanced, since it makes it harder to utilize green's acceleration. I'm not sure it's a card that'd be fun if it was good, but I don't think it's strong enough to really run into that so throwing it out there to let people who want to try it give it a go seems safe enough.

The mana dominance issue would be a problem if it weren't for the good ol' "Do it on your end step, then again on my turn" trick. I think it's actually quite balanced, like a Zur's Weirding that's a taxer in disguise. It's so frickin' quirky. I love it.

one thing I just noticed is that it needs a "this turn" 'cause otherwise you can stockpile these and it can get real hard to track.

I'd make this work off the first draw of the turn only.

As long as you can make more mana than your opponent, doesn't this just prevent them from ever drawing a card? Because you can just activate again when they pop the clue? Like, sure, you'd need to have a big mana lead to lock them out completely, but it could be done.

I specifically chose :3: for this reason, so that you have to have a not-insignificant lead in mana production to get a lockdown and still play things. So while it could be done, it would take building a deck around that strategy, at which point it's not especially different from any other lockdown method.

Fun with Disciple of the Vault or Mayhem Devil (assuming you can also tear apart their hand and board and have mana left over)
