Does too many things.

I would replace the last four sentences with just "Noncreature, nonplaneswalker spells you cast cost less to cast."

And I see what you're going for, but the name sounds too much like a creature. Making it a legendary creature and sticking it on a 1/2 body or something might make adjusting the cost down to more justified, as it would make it more susceptible to removal. And people would love it for Commander!

Add Lotus Cobra ability as a buff for lands?

Tribal makes a token that is the creature type.
