Binding Array isn't good. Flavorfully, that's not how a chain works. Mechanically, the whole point of O-ring instead of something like Vindicate is that it's removable removal, you're not supposed to make it harder to remove. (People already prefer to use mass removal against O-rings like Maelstrom Pulse or Back to Nature to get a 2 for 1, this just emphasizes even more not to try using point removal against it. It might be more interesting the other way around - exile target permanent until a card named Binding Array leaves the battlefield - although then people might run only one copy in their decks).
